The genes that determine the basic pattern of development for an organism can be quite similar in organisms that end up looking very different. This means, in the early stages after fertilization, that organisms as different as fish, turtles, birds and humans look quite similar and it is not until further development that they begin to look obviously different. This suggests that these basic genes have remained relatively unchanged while other genes have changed more dramatically.
